About CLOCK
Community Legal Outreach Collaboration Keele - Transforming access to justice through community support and multi-agency collaboration.
Why CLOCK Exists
The Legal Aid, Sentencing and Punishment of Offenders Act 2012 (LASPO) dramatically reduced the availability of legal aid in England and Wales. This legislation removed legal aid for most private family law matters, leaving thousands of people without access to legal representation.
As a result, more and more individuals are forced to represent themselves in court - known as "Litigants in Person" (LiPs). Many of these individuals face complex legal proceedings involving child arrangements, domestic abuse, and financial matters without any professional support.
CLOCK was established to address this justice gap by providing trained Community Legal Companions who can offer practical assistance, emotional support, and guidance to those navigating the family court system alone.
The Justice Gap
- •80% of family court cases now involve at least one unrepresented party
- •Legal aid cuts have saved £1bn but created significant barriers to justice
- •Those most vulnerable often struggle most to represent themselves
- •CLOCK provides a lifeline for those who fall through the cracks
Transformative Methodology
CLOCK's approach goes beyond simply providing legal information. We employ a transformative methodology that empowers individuals and communities.
Empowerment Through Knowledge
We don't just help people with their immediate legal issues - we equip them with the knowledge and skills to understand and navigate the system. This creates lasting change and builds confidence.
Community-Based Support
Our Community Legal Companions often come from the same communities they serve. This creates trust, understanding, and culturally sensitive support that traditional legal services cannot provide.
Reciprocal Learning
Law students and volunteers gain invaluable real-world experience while participants receive much-needed support. This creates a sustainable model where everyone benefits.
Systemic Change
By working with courts, policy makers, and legal professionals, CLOCK advocates for broader systemic changes that improve access to justice for everyone.
Multi-Agency Holistic Approach
CLOCK recognizes that legal problems rarely exist in isolation. Our multi-agency approach ensures comprehensive support.
